The ‘Agent Of Change’ principal is a new law proposal supported by the UK Government to help ensure the protection of clubs and music venues from property developers.
Shifting it’s attention onto property developers rather than owners or promoters, the principle aims to “identify and solve any sound problems” regarding nearby music venues.
Housing Secretary Sajid Javid has stated:“I have always thought it unfair that the burden is on long-standing music venues to solve noise issues when property developers choose to build nearby. I am pleased to finally have an opportunity to right this wrong and also give more peace of mind to new residents moving into local properties.”
London mayor Sadiq Khan is also reportedly aiming to include the Agent Of Change principle in his upcoming London Plan. Following this, the National Planning Policy Framework will need to undergo amendment to include reference to the Agent Of Change principle.
